The City Treasurer is a position appointed by the Mayor and also serves as the Mayor’s Secretary. Responsibilities and duties encompass all activities related to the receipt and collection of revenue, the safekeeping and investment of revenue, and accurate accounting for and disbursement of revenue. The Treasurer is also responsible for the preparation of financial reports and statements, prepares the City Council agenda and schedules appointments and meetings for the Mayor.

The Constitution of the Arkansas City Clerks, Recorders, and Treasurers Association states our purpose shall be to improve the administration of local government through officials known as City Clerks, Recorders and Treasurers. It is the mission of the City Treasurer’s office to efficiently manage and protect public funds while providing the highest level of customer service.

Teresa Stormes joined the City of Paragould as Financial Director on July 1, 2015. Teresa is a Certified Public Accountant and Certified Fraud Examiner with over 33 years of governmental auditing experience. She is a member of the American Institute of Certified Public Accountants, the Arkansas Society of CPA's and the Association of Certified Fraud Examiners.

Her mission is to maintain accurate and timely financial information, and report this information to the Mayor, City Council, and other interested parties while complying with all legal requirements and promoting the highest standards of ethical and professional conduct.

City Attorney


ROBERT F THOMPSON III
Providing General Legal and Advisory Services

The City Attorney's office provides general legal and advisory services to the City Council, Mayor, and the various operating departments and divisions within the City. The City Attorney's office drafts ordinances proposed by the City Council, the Mayor and/or his staff and provides legal guidance in an attempt to ensure the legality and constitutionality of such proposals. The City Attorney attends and advises the City Council during their meetings.
